We've been getting a lot of requests for this one lately. I have to be firm but honest when I say this, as it has been discussed to death both publicly and privately.
Not gonna happen, at least not any time soon.
Now, your first reaction might be confusion or outrage. The reason this isn't gonna happen is, because of how MCLawl is written, to allow for custom ranks we would pretty much have to rewrite anything that depended on the current rank structure. Which is just about everything. That'd pretty much halt ALL updates, bug fixes or otherwise, for the duration of implementing and bug testing that system. Not a pleasant thought, is it? I sure don't think so.
